What are HOTMA & HOME 2025?
HOTMA (Housing Opportunities Through Modernization Act) is an act that changed many of the definitions of income and assets for affordable housing programs that use HUD rules. This includes the Tax Credit, HOME Funds, and National Housing Trust Fund housing programs. Since 2024, many properties with these non-HUD programs have implemented HOTMA and eventually all these properties must do so.
HOME 2025 is a top-to-bottom revision of the HOME rules that took effect in early 2025.
